Deleting a license activation via the API does not remove the activation from the Retrieve or List activation endpoints

Reproduction:

1. create a license activation

2. delete the license activation

3. list license activations (it still appears in the list)

4. retrieve license activation (it still returns information)

5. delete the license activation again. It fails with a HTTP 500.
